EXERCISE 'COLD HARBOUR'
Exercise 'Cold Harbour' was a first table top exercise conducted at Portland Bunkers UK, on 31st October 2017, observing the external (off-site) arrangements for this COMAH upper tier establishment. The exercise brought together a wealth of multi-agency expertise drawn from the Dorset Local Resilience Forum (DLRF). The exercise identified a number of lessons in relation to the external plan, and the potential emergency response to an incident affecting this site.
PBUK, Natural England, Maritime & Coastguard Agency, Environment Agency, Dorset County Council, Dorset Civil Contingencies Unit, Dorset Police, Dorset Fire and Rescue, Port Health, Portland Harbour Authority, HSE, DCP Emergency Planning and PHE were all actively involved in the offsite exercise.
For PBUK Terminal Emergency Plan to be effectively implemented there is a need for all PBUK personnel to be familiar with the procedures contained within it, to do this PBUK have implemented an exercise matrix that insures all personnel will be involved in drills and exercise's and become familiar with their emergency response roles. The exercise program encompasses all elements of emergency response, from mobilisation through deployment to strategic management.
All members of PBUK staff especially those in the operations and management departments are now more than adequately trained in their emergency roles and the response procedures that are required in any type of incident.
